For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: Under the overall supervision of the Chief of Mission, , and direct supervision of the Monitoring and Evaluation Officer, the successful candidate will provide specialized  support to the implementation of IOM, Mission in Ukraine’s efforts with regard to reporting, monitoring, evaluation and accountability. Core Functions / Responsibilities: Independently lead and coordinate the implementation of M&E activities for project implementation agreements implemented through IPs; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field. Coordinate and monitor the financial, administrative and technical aspects of M&E activities implemented under project implementation agreements with IPs in line with IOM policies and donor requirements. Plan, coordinate and conduct capacity building workshops on M&E for implementing partners. Assist the MEAL team in the development and implementation of M&E activities for infrastructure or engineering projects. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and participate in the selection process of Implementing Partners. Supervise and provide guidance and training to MEAL and Program Staff. Review monitoring and evaluation sections under projects implemented through project implementation agreements with IPs as appropriate, e.g. narrative approach tailored to technical approach, timeframe, and budget; illustrative results and indicators; provide input for other proposal sections including staffing, budgets, and technical, as needed. Understand and monitor the reporting requirements for the different projects and support with revision of reports submitted by implementing partners. Support effective IOM knowledge management, including project tracking, data capture and analysis, monitoring and evaluation, and information sharing. Compile, summarize data and present basic information/data on programme/project delivery; produce statistical reports, queries and maps. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducation School diploma with seven years of relevant experience;orBachelor’s degree in Engineering, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience. Experience Experience in working and monitoring implementing parnters such as international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Description: Well known european producer of power speakers and concert equipment is working on a next generation digital products. As a part of this effort, GlobalLogic will be working on a brand new desktop application to create and edit a virtual 3d audio space, place audio objects there and define their moving trajectories. The data model created by the application will be consumed by a specialized sound processor, which will apply spatial effects on the live performance sound sources. Target platforms for the appplication is Windows and Mac Os X, with a potential to extend it to iOS in future.Requirements: Must have:– BS degree in Computer Science or Computer Engineering– At least 6 years of experience in software development– Proficiency in C++ is required, including object-oriented design skills and robust coding practices.– Highly motivated and energetic team leader– Proven ability to take a challenging customer request, break it down into smaller tasks, and execute development with the team.– Fluency in the English (written and spoken) is required as this position involves direct communication with the EU-based customer, clarifying requirements and milestones, and also progress reporting for the team– Solid experience with Qt and QML frameworks in developing cross-platform UI applications (desktop and mobile)– Good understanding of multithreaded applications is a must. – The ability to work in a cross-platform development environment is required.– Development experience in at least one of Windows or Macintosh OS platforms– Proven ability to debug complex software systems.
